Cities are destroyed if size decreases below 2;
You cannot bombard a city below pop 2;
You can attack a size 2 city; it then gets destroyed. (assuming no appropriate defensive improvements)
Bombardment: attacking an EMPTY city with ship/plane
Attack : attacking a unit (possibly in city)
i.e You cannot destroy an empty city with a ship with artillery, bombardment will have no effect. A defended size 2 city gets destroyed however(as normal for any attack).
PS I like the power of coastal bombardment, since it give an additional attack strategy and a good reason to build coastal fortresses.
Without such a very powerfull ability ships would be too expensive and their period of usefullness would be even smaller. Why have ships if planes are available? Why have attack ships without artillery?
