I thought about that too, would be nice! that would give players more incentive for using the artillery option in the ship design
But i see a problem: usually when we pillage a tile, the unit is standing over tile, but with ships the unit cannot leave a water tile to stand over an earth tile. a workaround that i can think of would be igniting an and pillage function over an attack one, that way when the tile has no unit the ship would use its attack animation to pillage the tile
BUT the tile would have to be treated as an enemy unit, and that may be confusing to program
