I have reached the level of "Amphibious Warfare." I have created transport units with four spaces for uniuts to be transported. However, whenever I attempt to load a transport I get the message that the unit is already full. I have deliberately built a new transport in empty cities; I have gone back and created a second transport in my unit development area. Still, regardless of how I try and what I do, I can't seem to load a transport.
Any Ideas?
