pcx is also a "normal picture", that is not the problem.
I dunno the permission to use Civ3-user-created content for C-evo is up to the user who created that content or to the company who ownes the game it was created for...
but this is not the main problem...
Civ3 uses quite varied tilemaps. e.g. there are different Mountain tiles according to if they are connected to desert or to plain.
the tilesets for c-evo are completely different organized.
so, you'll have to search the civ3 tilesets for the fitting tiles, cut them out there each by each, and put them together to a c-evo tileset.
if you want to do it, look up the licenses and make sure you are allowed to "rip" the content of the mods, then sit down and puzzle new tilesets...
it's up to you...
