That's because your enemys' units is more mobile (2.5MP usually)
You can deter them partly by moving your unit to terrain with defense bonus whenever possible (forest, swamp, hill, or mountain)
C-evo unit design is such that the maximum possible defense usually requires some defense bonus to withstand enemy's attack. So really it's an attacker's game, to prevent stalemate I guess.
