Question about Random map generation and AI

: I think that because the randomly generated map is unbalanced in terms of resource placement and geography, victory is already favored towards the player that has the best access to resources. So it's either I'm imagining things or this is how the game works.
:
On sea maps, you may get a bad starting position from time to time, but on land maps, almost all starting positions are good and almost equal.
The difference between a good and a bad developing instance of the same AI is i.m.h.o. most often either: How fast can it find friends to trade with (if peaceful) or luck with attacks (if aggressive). Yhe latter either because it builds its army slightly earlier, or because it attacks someone while that one is attacking a third party.
