Military strategy is mainly about: which units to design/build and when and who to attack
Economic strategy is mainly about when and where to build cities, terrain improvements (like roads) and city improvements.
It's both strategy...
It certainly is sometimes wise (as a military strategy) to build roads between cities, but it also makes your empire more vulnerable to attack, and it's expensive. If you build such roads so often and so long that automation is really useful, you should probably reconsider your strategy, imho.
Contrary to what some beginners think, there is no direct economic benefit to connecting cities with roads, and thus my remark.
