What does the "handicap" mean?

(1): -25% surplus food needed for city growth
-25% production cost (for everything)
research costs 2.0*n*exp(n/102)
(2): research costs 2.3*n*exp(n/80)
(3): +25% surplus food needed for city growth
+25% production cost (for everything)
research costs 2.6*n*exp(n/64)
Difficutly levels (basic setup)
beginner: You play on level 1; AI on level 3
easy: You play on level 2; AI on level 3
normal: Everyone plays on level 2
hard: You play on level 2; AI on level 1
insane: You play on level 3; AI on level 1
Alternative AI's:

Standard AI tends to be the strongest AI in the early game. Most alternative AI focus more on long term economic development and tend to strive for peace at least until the modern age.
That being said, I would classify the AI as follows
- Seti, AI-UO: strong
- KIAI, StandardAI: medium
- Chrystal,Shah: weak
Civilisation seed: does not cooporate at all, strong in a 1-1 match, but a group of cooperating AI will normally beat it
Capital AI; fast scientific development, but does not attack (or even found cities) at all
