Can you destroy foreign cities without colonizing them?

: I captured a city in a game yesterday (I got no options to destroy the city or capture it). Later that same turn (or maybe the next turn?), That nation destroyed one of my cities. So, is there someway I can destroy cities, or is the AI following some sort of different rules than me? : : BTW, I use the default AI, at beginner level.
