Wow, the new benefit makes this wonder extremely powerful especially in an expansionistic strategy.
(And thus monarchy/ theocracy more powerfull.)
Buying all those town halls immediately for only 40 gold /granaries for 60 gold etc, wow.
And of course being able to buy cheaply important buildings/wonders the moment they become available.
This makes it the most powerful building in the game, i.m.h.o.
