: Disbanding a freight unit on a city (ctrl+d) is the same as using utilize (z) command?

As far as I know, although I assume utilize doesn't work outside cities, and disband does
: And disbanding any unit on a city I get back all the production used to create it, or a % of it?

to be more precise: 2/3 times health !!
note: freight can be utilized for all but space ship parts
units can be utilized for non-freight units
(also city/state improvements can be rebuild into other city state improvements, yielding 2/3 of the production cost)
