The handicap-setting affects only the cost for research
and production, not the behavior of the ai
Even the best available AI are pretty limited,
it doesn't make sense to cripple them further.
Learn, and improve your play instead :-)

I usually build some fast scouts (4-4-350) to explore,
make contact (for trading), and raid unguarded cities.
Then I build barracks (and later the mil.academy) to produce only cheap defenders, e.g. 0-12-200.
These get upgraded when new tech gets available.
Put them in every town, on mountains, hills etc.
to secure your land and stake out an defensible area
for about a dozen cities.
Connect cities with roads, build fortresses at chokepoints.
If someone really bothers me, I build a single big cannon.
Tech-wise, I go for aquaduct and sewers, to get more population with my cities.
I also research intelligence, flight and rockets,
to get special commands, spyplane, and bombers.
Also, Sun-Tsu and alpine units are useful.
This is usually enough to survive. Even when the AIs
get a big lead in tech, with trading you can catch up fast.
I only go on the offense after I know where the needed
special resources are located.
