Technology exchange

I suggest that it should be more expensive for player to get a technology from AIs in the case player hasn't researched prerequisites.

Example:
-the game goes without navy
-P1 has researched Magnetism and Electricity
-P2 hasn't researched Magnetism and Electricity
-getting Electricity from P1, P2 escapes the need to research the useless Magnetism

Electricity should cost more, than in the case P1 has already started researching Magnetism.
